It isn't ilegal to have more than one account for avatar mosaics?

I'm not trying to throw dirt on the owner of this... but he is not the first one I have seen today and I'm starting to wonder.

Nothing "illegal" nor against policy about having multiple accounts. The only time it is against any rules is if they use them for harassment. Often times someone gets ticked off at someone, makes a new account to harass them and thinks that is okay and their normal account won't be banned, but that is where they are wrong.

I don't really have something agaisnt this, but it could be used for spamming in the future (even if the owner warns you to not do it), so, it's still risky.
